My dear Dr. Cochrane:

I am informed that Mrs. Anna Free, former R.N., has apealed to the Board to get her registration restored.

As you are doubtless familiar with the facts I shall not review them here. During her stay at the Reformatory, Mrs. Free was not only sincerely repentent, but steadfast and conscientious in carrying out all work assignments. I can say she made an unusually good impression upon the staff. She was obviously sincere in her rehabilitation.

While I am well aware of the high level of character demanded from those who are in the nursing profssion, and would not wish to see it lowered, especially as we are very dependent upon good nurses in our institution, I still think that the restoration of Mrs. Free is desirable. I do not wish to mitigate her offense, but the records seem quite clear that her employer was careless about his honesty in money matters and set her a bad example, and probably she was blamed more than circumstances warranted. In any case she has faithfully fulfilled her penalty, and I recommend that she be restored to her registration.
