The Board of Public Instruction of Duval County JACKSONVILLE, FLORIDA
ISH BRANT, Superintendent Construction of this beautiful Rufus E. Payne Elementary School was made possible by the $35,000,000 bond issue program initiated in 1960, and is being dedicated today for the following purposes: 1. To the challenge of developing and organizing a program of studies. 2. To provide for consistent and skillful teaching of the moral and spiritual foundations of American democracy. 3. To offer guidance to students to increase their understanding of self and others. 4. To provide a place for the collection and use of materials for learning. 5. To develop and maintain optimum physical health and fitness. 6. To develop a respect for and a willingness to participate in useful and satisfying work. 7. Many things are occasioned through the years. However, there is nothing which gives me more pleasure than to note the progressive expansion of educational facilities in Duval County. This advancement is indicative of the perserverance and untiring effort of the citizenry of our community. We are cognizant that the young people of today are the leaders of tomorrow and we owe these youth--the runners who will outplace us--the best means for securing wisdom. The destiny of our country depends upon an educated citizenry. We wish to congratulate our superintendent, members of the Board of Public Instruction. the patrons of this community and all other persons responsible for the vision in making Rufus E. Payne a reality.
