Not a sector has gone unaffected: federal money flows in new directions; blacks hold office in formerly white enclaves; bureaucracies proliferate; lawsuits, rulings and legislation abound; quotas sprout at every hand; experts and scholars monitor, interpret and predict our activity.

Because our lives change so rapidly in some ways, yet remain so stagnant in others, it is imperative that we pause to review our condition. Federal figures provide a statistical measuring stick:2
