On the contrary, the NAACP has consistently spoken on the AIDS crisis and demanded parity in treatment and prevention. For example, the NAACP: requested additional AIDS research funding, insisted AIDS not carry a "social stigma", and called for public school education and prevention programs (1987), addressed the "special threat" to black women and encouraged prevention, detection and treatment for at risk and incarcerated populations (1992), encouraged community based AIDS education/ prevention programs (1993), requested NAACP State Conference Health Committees to address the AIDS crisis (1994), and joined the Congressional Black Caucus in asking President Clinton to declare AIDS a national health emergency(1998).
