Special Orders No 4
Finding that there are three hundred and twenty five friendly Indians (including men women and children) at this place, under the charge of Mr. H. B. Dickerson, and there being no Indian Agent at this Post to take charge of them, the commanding officer of the Detachment at this Post, will cause them to be supplied with Rations. He will also cause Mr. Dickerson and his two assistants, who superintend the distribution of the Indian Rations to be furnished with one Ration each per day, until the Indians can be taken charge of by the Special Indian Agent on Klamath Reservation.
The accounts for expenditure under this Order will be kept seperate [separate] from the provision Returns for the Detachment of U. S. Troops at this Post. As required by the Regulations

Lieut. Garber was instructed to furnish the Indians with subsistence 'if the Indian Agent would not" and he will continue to supply them if the Indian Agent does not do it and will make necessary preparations to have the supplies on hand. Lieut. Garber will keep a seperate [separate]account of all issues to Indians

I have the honor herewith to forward certain vouchers in the Quartermaster's Department at Crescent City, Cal for debts contracted by me as A. A. G. M. while in charge of the Friendly Indians at that place and at the mouth of Smith's River Cal.
I enclosed with the Vouchers Copies of Orders instructions to under which I acted, which will Enable you to pay the debts. I have not on hand the necessary funds to liquidate them.
These papers would have been transmitted to you some months since but ever since my arrival at this Post, I have been absent on detached service, from which I have just returned.

In reply to your communication of the 10th inst calling my attention to certain accounts left at this office by your subsisting certain friendly Indians at Crescent City in 1856 and 1857. I have to state that there is no appropriations for, and I am not authorized to settle claims of that description.
The accts are herewith returned as requested.

"The Indians above named are some who remained out in the mountains of Smiths' River. They now brought in to prevent them from joining in hostilities with the Rogue River against the whites."
