Fresno County California July 12th 1862

Hon Wm P. Dole, Comr of Ind. Affs.

Dear Sir, Your letter of the 27th May last, and the accompanying document, showing the Errors and Omissions found, and the exceptions taken, during the Examination of the accounts for the support of the Fresno Indian Agency, for the 4th quarter 1858, has been received, and in Reply threto, I have to state, by way of Explanations, that the over charge in the footing up of the amounts charged for the 26 lb Candles, and the 193 yards Prints, bought of Lewis Leach, "Disallowed" by the Commissioner of Indian Affs at Washington, is perfectly satisfactory to the parties interested. The Errors was made by the Clerk as seen by a comparison of the Vouchers, with the original Bills. The Item to wit, "Medicene Lot", $7.50, not carried to the Property Returns, was an omission of said Clerk.

The 210 lb Crakers, Issued to Employees, and the 15 lb Candles Issued to Hospital, were also an (error) Omission of said clerk, in making out the Certificates of Issues. Accompanying,

Accompanying herewith, Please find Certificates of Issues, containing those last mentioned, items, Which may (If the pleasure of the Department) be substituted for the deficient ones.

In Answer to Inquiries made as to my authority for employing Lewis Leach, as a Physician, Then a Merchant and Vendor of Supplies for the Agency, I have the honor to state, That Doctor Lewis Leach was the first Physician that ever Practiced Medicine in the Fresno River. He was one of the Surgeons of the California Battalion of California Volunteers under the command of Majr James D Savage, Which suppressd the Hostile Indians in this section of the country, during the Winter and Spring of the year 1851. After the Battalion was disbanded, He located himself in the Fresno River, & continued the Practise of his profession as Physician. Owing to the scarcity of supplies and the favourable opportunity of selling good to the mining population &c In the year 1853, he set up a Mercantile establishment, not however abandoning his Profession. Soon after which time, for the convenience, & comfort, of his customers he Erectd a Building for a Hospital. The location of which was near by the, Thereafter established Fresno Indian Farm. During the years 1856 or 57, He was Employed by Supt. Thos J Henley, as temporary Physician for the Fresno Indian Agency, Consequently

Consequently in cases of emergency was calld in to the assistance of the sick Indians under my charge.

By refference to previous Vouchers it will be seen that as the appropriation for the Indian Service, was reduced, the amounts allowed for his Sevice was also allowed. He was the only practicing, & avaliable Physician within a reasonable distance of the Fresno Indian Farm. For the main reason, That his long established reputation, and favorable acquaintance made, as a Physician in this section of country Bared, the probable success of any competition.

Should Geo Grierson Esqr visit Washington City, on his return from Europe, Please inquire of him as to the correctness of the foregoing statement.
