Hon. Wm P. Dole,
Commissioner Indian Affairs,

In consequence of the unavoidable delay in
the receipt of funds for the Indian service,
for the Southern District of California, for the
3d and 4th qrs., 1861, the disbursements could
not be made until very late in the season;
and immediately following, the "Rainy Season" set
in, attended with heavy floods, which prevented
my reaching the Reservations, and the Supervisors
from forwarding their accounts for these qrs.;
and hence I am compelled to ask your
indulgence for their rendition until my return to the
field of duty.
