I herewith transmit [proposal?] [illegible] and [illegible] a lot of [illegible] which I propose for the Governmetn of the Round Valley Reservation.

You will [allow?] I propose to [illegible] [illegible] to the employees as also to establish a head [illegible] [illegible] [illegible] of saving five dollars per month. But this [illegible] should not add to the expense of administering the indian affairs at that Valley I have required the Supervisor Doct Wm. P. Melendy, to do the duty of Supervisor & [illegible] without [illegible] of salary. Regulations for the Nome Cult Reservation, [Mossend?].

1st The supervisor, whose duty it is to see daily to the correct administration of the reserve The supervisor is responsible for all of the public property on the Reservation - to me - and through him all issues are made to the employees and the indians. In case of an uprising among the indians that he cannot repress by his influence & persuasion, or in case of an intru sion by whites upon the reservation, or their molestation of the indians on the reserve, or that wild indians shall make a raid upon the reserve, or drive off any of the public reservation stock, of cattle mules or horses, the su pervisor will call in the aid of the military stationed at Fort Wright, but in no case will he ask such aid, unless the necessity is urgent and imperative, and then only in writing stating clearly the necessity requiring and the aid required; it being my positive intention, that no official communi cation be held by this department, with the military department of this district except in writing

The supervisor will in case of any call upon, the military report to me-, at as early a day as possible consistant with the public interest - the fact, with a copy of his requisition and any answer he may receive thereto - The employees on the reserve are under the especial control of the supervisor, and any neglect or malconduct on their part must be reported to me without favortism or prejudice

The supervisor will remain upon the reservation with his family and be entitled to two (a boy & girl) indians to assist in the house, & two boys to assist in the yards, corrals &c, and one to go to & from with communications and to get the mail matter for the reservation. With these indians the supervisor will conduct as with the white hired help, and allow each that performs his or her duty well, at the rate of twenty five dol lars per year in clothing, trinkets, beads &c, that shall be sent to the reservation for issue in indian service. The supervisor will draw his subsistance and that of his family from the stores, of the reservation

During the time the supervisorship shall be under the control of Doct Wm P. Melendy, he will also be required to give what medical attention may be necessary to the indians

on the reservation without extra compensation

The supervisors duty is limited to the reservation and any departure therefrom without orders or without good & justifiable reasons will be cause of removal

The supervisor will keep invoice books in which he will enter all possible property in his possession or hereafter received by him also a minute description of all the cattle, horses, mules, & hogs by the brands & marks. He will also keep a book in which he shall enter daily, the property issued to indians, consumed destroyed, worn-out, died, or stolen, so particularly that by reference to it, and the invoice book, it can readily be determined what may be at any time on hand. He will also keep a book in which shall be kept the time of all the employees & the house hold indians, & the debit of all payments made to them, but in no case will payment be made in monies to indians, the necessaries of life in clothing & such trinkets as may be deemed advisable for them being their only compensation.

The supervisor will take replicate receipts in my name for all monies disbursed to employees but in no case will he make payments, beyond the actual amount then due them - receipts to be taken only in case of actual payment, and for the exact amount to be entered before being signed by employee

The supervisor will also see, that all property seemed to employees & indians, for use, is returned to the proper place of safe, keeping when the service is completed, for which the issue was made. As also on every Saturday evening, and shall fully inspect immediately upon such return, and cause all necessary repairs to be made before being again issued for use & before being finally stored for the season, to the end that all tools & implements may be kept in good repair for immediate use, for the pur pose of keeping correct accounts of these issues, he shall keep through his comments as a memorandum book to be cancelled upon the return of each article & on Saturday nights all property not returned by the employees to whom it was issued (except in cases when animals & property are sent out of the valley, or off of the reservation in service of the
