Sir: Upon the first of February by direction of the Committee on Indian Affairs I addressed to your Department Senate Bill 80. "to provide for the better organization of Indian Affairs in California" requesting your opinion thereon, If a reply has been made it has miscarried, I am again directed to request the speedy return of the bill with any suggestions you see proper to make.
