Sir:

Enclosed, please find estimate for funds for the 3rd & 4th Quarters 1864, in compliance with you instructions of 28th July.

Much of the appropriation asked for in the line of subsistence will be required for the use of the Indians on Trinity river with who I recently made a treaty. They will consume about 6000 lbs of flour and the same amound of beef, monthly, until the crops come in next season. After that if my obligations are sanctioned by your Dept. we hope to have an abundance for their subsistence.

There is an unfortunate misunderstanding between the war department and that of which you are the head in reference to feeding Indians, but for this I should have much preferred to have waited until my action was approved in regard to the Hoopa matter. before I assumed the subsistence of those Indians; but while I was in the valley, endeavoring to make terms with them a premptory order from the military department here, reached the Lt Col. comdg Humboldt Mil Dist. directing him not to issue any more food to Indians. This left me the alternative, to either

I see by the act of Congress making appropriations for Indian service in Cal^a, that only four employees are provided for in this State. As the law of April 8th provides for twenty I have estimated for that number thinking there must be some mistake about it.

I have also estimated for an extra clerk which I can not get along the first year without, if I have to divide my salary with him. I have also asked for pay for an interpreter, inwhich line I have already been compelled to incur some expense, and will be compelled to incur more.

The estimate for buildings and improvements on the Reservations are very necessary, as you will see by my reports that considerable expense had to be incurred before the crops could be housed the present year, on some of the reservations. Considering the depreciation in the currency, I have estimated at the lowest possible figure through which I can see my way out and keep my dept' out of debt, which I sincerely hope to be able to do.

Estimate for funds necessary for the service int he California Superintendency for the 3d & 4th Quarters 1864.

For the purchase of cattle for beef and milk, together with clothing and food teams and farming tools 27.500

For the general incidental expenses, including traveling expenses of the Superintendent and Agents 3.750

For the pay of the Supt of Indian Affairs @$3600. 1.800

For the pay of four physicians, four blacksmiths, four assistant blacksmiths, four farmers & four carpenters at $50. per month each [2 & ?] 6.000

For the pay of four Special Agents at $1800. per annum x3.600

For the pay of clerk to Supt of Indian Affs @1800. " " 900
