Sir, In accordance with your instructions of July 28th 1864. I forward herewith an estimate for the funds required for the fiscal year ending June 30th 1866. The growing necessity for colonizing the Indians on Reservations. and their increasing disposition to be so provided for. renders it important that a sufficent sum should be appropriated to provide transportation, subsistence and clothing to foster and encourage them. With no larger appropriation than that of last year I can not more than provide for those under my charge, the most expensive lot of which will be those recently ded to my care on the Trinity.
