Sir: I have the honor to inform you of the safe arrival of the ship California with our Indian goods. I have paid the freight on the whole, and will forward the Washington Territory and Oregon goods as soon as discharged

The late arrival of these goods is much to be regretted. On the Reservations at Round Valley and Hoopa they are much needed, but winter having now set in with unusual rigor, considerable delay and much inconvenience will be experienced in forwarding them.

I was notified, before their arrival, by the consignees, that they could not be reasonably expected before the 1st of this month. In the month of October I purchased such blankets and shoes as will partially relieve the wants of the Indians through the unusual severity of the winter months now upon us. What I purchased, (all that I deemed my appropriations would justify) have been forwarded and distributed.

I will do all in my power to have the goods reach the Indians as soon as possible, but much depends upon the weather as to the time; at present the prospects are not flattering, as the trails to Hoopa and Round Valley are now closed to pack-trains.

I thus allude to the hardship produced by the arrival of these goods so late in the season, to call your attention to the necessity, (provided goods are to be purchased in New York) of shipping them as early as March or April next.
