Office of Indian Affairs San Francisco Cal Sept 39th 1865

Sir, I have the honor to transmit herewith a list of the indebtedness incured during my administration for the payment of employes [employees]. My successor having received $9600 for this fund the amount appropriated by the last Congress to cover the deficiency in the appropriation made by the previous one. The proportion of which for 10 1/6 months was due my administration. I submitted to him a copy of the list herewith enclosed accompanied by a copy of the vouchers which had been issued in triplicate to the parties. The amount of this list is $8,111.61 an it embraces all my indebtedness to employes [employees]. The proportion of the appropriation which should be disbursed in the payment of my accounts in $8,133.33 1/3. Of the 31 vouchers comprising this list there are nine which date back previous to July 1st 1864 as indicated by the dates in red ink placed opposite them. Supt. Maltby considers that by his instructions he has no authority to divert the money appropriated to cover the deficiency for the fiscal year ending June 30th 1866 in paying for servces rendered previous to

the commencement of the fiscal year. Inasmuch as no funds were transmitted to me for the payment of employees previous to July 1st 1864 and there remaining in his hands sufficient money to pay all the indebtedness. I would most respectfully urge that he be authorized to pay the full amount of the vouchers included in this list . The amount of pay due previous to July 1st 1864 is some $190. It should be borne in mind that these parties have not yet received one cent of pay for their services or at least had not at the date the accompanying list was made out. In some cases the vouchers have been divided and Supt. Maltby has paid the portion incurred since July 1st 1864. I trust in these instances he will be authorized to pay the remaining porton which is in all respects just and was long ago due the parties and in other cases will be authorized to pay the vouchers in full.
