Hi, yes, Billy appears to have an interesting story! "Emancipated by Decree" is definitely what I would assign for the "How Emancipated" field. Sound like he won his freedom through a Freedom Suit in Dinwiddie County on the basis of his mother being a free Indian woman. Thanks for checking!
