In Richmond Hustings Court March 11th 1856 On the motion of Theophilus [insert above: John Hix Francis Lightfoot] and Woodson free persons of Color emancipated since the year 1806, who desire to obtain permission to remain in this Commonwealth and reside in this City, it is ordered that the Justices of this [insert above: Comth] be summoned to attend here on Saturday next to hear and decide on said Application.
