In Richmond Hustings Court July 13th 1858. On the application of Margaret Suckadoe, Robert Burton, Carbery Burton Jr, Alexander Walker and Israel Spottswood, free persons of Color emancipated since the year 1806, who desire to obtain permission to remain in the Commonwealth and reside in this City it is ordered that the Justices of the Court be summoned to attend here on Tuesday the 20th instant to hear and decide in said application[.] A Copy Teste, Ro. The undersigned take pleasure in certifying to the Hustings Court that they have known Israel Spottswood for many years and that they know him to be a man of honesty and integrity, and of sober and industrious habits.
