We the undersigned have known Margaret Fox for several years. She is a sober, industrious and orderly woman. And we cheerfully recommend her to the Hustings Court of the City of Richmond as a fit and proper person to be permitted to reside in said City during its pleasure.

In Richmond Hustings Court, October 8 1860 On the application of Margaret Fox, a free woman of color emancipated since the year 1806, who desires to obtain permission to remain in this Commonwealth and reside in this City, it is Ordered that the Justices of this Court be summoned to attend here on Wednesday next to hear and decide on said application. I John W Fox of the County of New Kent and State of Virginia do make and ordain this to be my last will and testament hereby revoaking all other wills heretofore made by me

I desire and direct my land and all my perishable estate to be sold and the proceeds arising there from to be applied to the payment of my debts. Item. I desire and direct that my children, William Dandridge, Eliza Ann, Margarett and Caroline Fox be hired out by my Executor herein after named for the next five years after my death, when I wish them to be free and the proceeds arising from their hires to be applied to the payment of such of my debts as shall remain unpaid if any, out of the money arising from the sale of my lands and perishable estate and should there be any balance remaining in his hands, after the payment of my debts, I wish him to expend it in defraying their expenses in sending them to a free State and should there be more than enough for that purpose. I wish the balance to be divided in equal proportions amongst my said children. Item. It is my will and desire that my said children shall be free after they shall have been hired out for five years after my death. and should this not be sufficient to emancipate them, I wish my executor (or should he die before that time) I wish his representative to take the necessary steps to have them emancipated, and I hereby empower him to do whatever should be done to affect their freedom.
