We the undersigned, having understood that Robert Spiggs is an applicant to the Court of Hustings, for permission to remain in the state, take pleaure in stating on his behalf that We have known him for many years, and believe him to be a Man of as unexceptionable Character, as any man of his colour, he is peacable, orderly and pious and in our belief entitled worthy of the confidence of he Court, from his extra ordinary and meritous conduct, We think him a good Citizen and that he promises to be especial benefit to the Society in which he lives. I have known Bob for many years and have always considered him a sober, orderly and well deported man of color and as worthy of the patronage of respectable white people as any one of that class.

I have [known?] Bob for several years & always thought him to be a well behaved colored man as [illegible] to as any as his [batton?]. [Judiah?] Allen

I have known the [Beaser?] Bob for some years & I have formed the best opinion of him, being of fair character & uniform good conduct & heavily concur in [visiting?] him to obtain the [object?] in view by the [approving?[ certficate [illegible] 16 Feby. 1820

I have known Bob for many years & do say with safety of opinion that he is one of the finest man of colour I know & think in every respect entitled to the attention of the Court for the prayerhe makes Reuben Johnson

I shalll apply to the Hustings Court of Richmond on the first day of the next December term of that Court for permission to remain in the State under the Act of Assembly in that case made and provided
