proprietors - nearly three thousand in all, only seven
or eight hundred of whom responded. It is, therefore,
entirely impossible, with our present means of information
to know whether the residue have paid any bills or not.

The books and bills have been examined with the
most minute and elaborate care, and, so far as we
have the evidence, an exact knowledge arrived at.

There is but one way in which a certain result
can be reached, and that is to employ some one
who shall personally visit all those proprietors who
have not sent any bills, and learn from them
whether they have paid any or not. In no other
manner can we be sure in regard to it.

The Committee have now only to submit the
final details of their examination, and ask to
be discharged.
