Report of Committees on Grounds and Lots in reference to
the method pursued by the Superintendent in performing stone
work on private Lots.

The Committee on Grounds and Lots who were instructed to
'enquire into the method pursued by the Superintendent in per-
forming work for the proprietors on their Lots, as regards the stone
curbing of them, and of the building tombs thereon' and 'report
all the facts pertaining thereto' respectfully

Report, that the Superintendent has in some cases had
plans of stone curbings, &c, prepared for proprietors, said pro-
prietors paying the corporation for the same; and that further,
acting, as he says, unofficially, he has, as agent for individual
proprietors, presented plans to various stone dealers, & requested
estimates or proposals for furnishing the material required,
has opened the bids when received, and on consultation with the
proprietor interested, awarded the contract, and in some in-
stances signed the same for the proprietor. This course has
been pursued by him, as the Committee believe, solely with the
intent to act for the best interests of the Corporation, and the
convenience of the proprietors, there being not the slightest sus-
picion that he has been pecuniarily interested directly or
indirectly in any contract whatever. The Committee, however,
feel that it is not the business of the Corporation or the Superin-
tendent, to act as Agent of the indiviual owners of Lots in
the manner designated, and that the practice is liable to
great abuse, and altogether undesirable and dangerous;
