I had not expected, when commencing
this work, of finding so much to be done,
and of drawing out these remarks to such
length.

I could not well omit anything which
I have noted, nor have given the reasons
for amendment in much shorter terms.

But now that I have gone through the
by-laws, I am not at all surprized at
finding so much which needs a change,
as the necessities of the Corporation have
been constantly growing, and the
By-laws were nine years since launched
forth for trial.

I shall be ready to attend any
meeting of the Committee on revision, if
desired, and should like, at least, to
go over them with you.
