I find it has been
customary to keep back a part
of the pay of many of the men,
under what is known as the
"Bounty System", till the close of
the season.
Is it considered desirable to
continue this custom? I am
inclined to believe that it
causes considerable dissatisfaction
and not entirely without reason.

and I estimate the cost of
ploughing, levelling, sowing with
grass seed & rolling at ($140.)
one hundred & forty dollars, tho'
it is possible perhaps to do it
a little less.
