Annual Care has never included Top
Dressing of the Lots, but is a separate
charge entirely as the amount charged
for Top Dressing does not more than
cover the expense of Labor and Ma-
terial, and is intended only to im-
prove the Lots and not as a source
of profit to the Corporation.
