The Comittee appointed "to consider and report in what manner the provisions of the ^lastAct of the Legislature relating to this Corporation shall be carried into effect". beg leave to report.

That in compliance with the third Section of the said Act. it becomes the duty of the present board of Trustees by lot or otherwise as they themselves may determine to cause the twelve persons who at the time of the passage of the said Act constituted the Board of Trustees to be divided into Six classes of two each, of whom the persons constituting the first-class shall go out of office on the day of the next annual meeting, and the persons of the 2^nd, 3^rd, 4^th 5^th and 6^th classes shall go out office, respectively on the day of each succeeding annual election in the years 1871.1873.1874 &1875. - that by reason of the vacancy now in the board by the decease of Mr Charles C. Little, the provisions of the act will be best complied with by designating one Trustee who shall go out of office on the day of the next Annual meeting & by dividing the rest of the Trustees into five classes of two each.

Your Commitee therefore recommend that unless some one Trustee desired to resign, the Trustee who shall go out of office be determined by lot, after which the persons who shall c onstitute the respective classes be in like manner determined by lot.

They further recommend that the Trustees report to the Proprietors at the Annual Meeting their doings in this respect, and in what manner the division into classes has been made, in order that the Proprietors in case they shall accept the fact, may then proceed to fill the vacancies caused by the decease of Mr Little & the resignation or withdrawal of one other Trustee, pursuant to the terms of the said act
