c. Faculty. There should be two fairly separate and distinct
faculties. 1. The normal School
2. The High School
NOTE - At the earliest possible date the State will expect to
eliminate the high school department from this school.

In the Normal School there should be one instructor for each
average of twelve in student enrollment. In the high school the average
should be about twenty students for one instructor. The faculty in the
Normal Department should hold degrees from standard colleges averaging
A, B, and higher. Under present college rating standards in North Carolina
a standard normal school - two years above high school - is rated on the same basis but not as a
Junior College.

The teaching staff in the high school department should hold
standard state high school teachers' certificates.

3. Practice School. In addition to the faculties named above it is desirable
that there shall be an elementary public school near by owned and supported
mainly by the county or city public school authorities. The teaching staff
in this practice school should be under the supervision of the principal of
the Normal School and their salaries supllemented by State Normal School funds.
Such a school is essential as a very important part of a teacher-training institution.

d. School Year. There are four quarters of twelve weeks each in our
other Normal Schools. The regular school year begins early in September and
continues thirty-six weeks - three terms of twelve weeks each, - fall, winter
and spring terms. There is a summer term of twelve weeks, divided into two
summer school terms of six weeks each.
