Dear Sir.

I am informed by Mr [Bostinek?] a Detective of this Society, that he discovered a horse on the third Avenue just above 27th St, yesterday in a very weak and disabled condition And evidently abandoned by the Owner. It is too cruel to allow this animal to remain in the situation in which it is, exposed to all the heat of a burning sun and suffering from hunger and thirst. Have you no power to meet such a case? Can you not [illegible] one of your police force, either to kill at once the poor animal or to dispose of him in some way that his suffering may be in a measure abaited? Perhaps one of your detectives may be able to discover the owner and compel him to take proper care of the horse: Hoping that you will do something in this matter [illegible] the poor creature, as this [illegible]
