Should symbols that look like periods be transcribed as periods even if they are mixed in with commas?
Hello. For your first question: Yes, those are "and/&" symbols, not V/U's. They should be transcribed as "&". There's one entry on this page, next to "Petition for Meadows"; that is "&c." This should be transcribed as "&c [etc.]"
For your second question: yes, punctuation should be transcribed as they appear, even if grammatically awkward or incorrect.
