About three years ago I was notified
that the PHS grants to me were cancelled.
It was suggested to me that my the
applications be split up and applied for
separately by my associates and me.

Within three days the applications by my
associates were approved, amount increased,
time extended. It took me a week to see
that the PHS was applying a political test —
I had thought that this was just the usual
administrative fol-de-rol. A year later my grant was made.

The fact that PHS has now abandoned
this policy shows that it is worth while to
fight against the forces that are trying
to control scientists and to suppress truth.

But the fight has not yet been won
in the Department of State. The Dep't
still contends that it is an American
citizen does not have the right to travel,
that the issuance of a passport is a favor
