Respectfully suggests for his Inspector's consideration:-

That the Kings in each Tribe of blacks as the
King becomes known be presented with a brass plate to be
worn round the neck as a badge of Kingship. The sergeant
thinks that if this is done that it will be easier to
work the Tribes through their King who would when he
wore the plate be held responsible for the good behaviour
of his Tribe and should any of them at any time commit
any depredations the King would be looked to and expected
to produce the offenders for punishment.
