Ald. Carson brought up the petition of the Alert
Fire Company asking for an increase of salary -
Referred to the Committee on Fire, Water and Gas

Ald. Bermingham from the Committee on Finance
and Accounts brought up a Report (Number 396 Book E)
which was read and adopted.

The Chairman from the Committee On Licenses
brought up a Report (Number 397 Book E) which was
read and adopted.

Ald. Thompson from the Court of Revision brought
up a Report (Number 398 Book E) which was read
and adopted

Ald Eilbeck gives notice that he will at the next
meeting of the Council introduce a By law to amend
section 410 of the consolidated By Law under the head
of forstalling.

Ald Harty introduced "A By law authorising His
Worship the Mayor and the City Treasurer to borrow a
sum not exceeding $56000 in anticipation of the taxes for
1886 which was read a first time
The 30th Rule of Council was suspended and the
Council went into Committee of the whole on the second
reading

The Council resumed
The Committee rose and the Chairman reported the second
reading of the By Law clause by clause. The report was
received.
The By Law was read a third time and passed

Ald Harty introduced a By Law respecting tree planting
which was read a first time

On motion of Ald Eilbeck seconded by Ald Thompson
Ordered That the Mayor do set aside Wednesday
the 4th day of August next to be observed as a Civic
Holiday
On motion of Ald McIntyre seconded by Ald O'Brien
Ordered That the Finance Committee be requested to
bring down the Budget for the current year at the first
meeting of the Council in the month of May, or earlier if
possible, in order that the work upon streets and boardwalks
may be proceeded with promptly and for other purposes and
that the Chairman of the several Committees be also requested
with as little delay as possible to prepare and submit the
appropriations proposed in respect of each Committee.

Ald McIntyre introduced A By Law to appoint
a Director of the Kingston and Pembroke Railway Company
for the year 1886, which was read a first time

Council went into Committee of the whole on the second
reading
