Kingston December 16th 1895

A meeting of the Council of the Corporation of the City of Kingston was held
the day. Present,

His Worship the Mayor

Aldermen

Curtis, Gaskin, Martin, Meek, McKelvey, McMahon
Newlands, Richardson, Ryan, Stewart, Strainge, Tait,
Walkem

The minutes of the last meeting were read,
communications summarized by the clerk were read and referred,
as follows: -

From Joseph Fraser complaining of the state of Earl Street,
Referred to the Board of Works

From F.C. Ireland, City Treasurer, stating fees received, from No 1
Market to date was $934.80 - Referred to the Committee on Finance.

From Richard Boyd and others Taxes - Referred to the Court of
Revision

From Principal Grant Re employment for working men during
the winter - Referred to the Board of Works

From George Thomas Tax Collector stating amount of Taxes collected
to date - Referred to Finance Committee

From Adam Williamson Re Taxes - Referred to the Court of
Revision

From William Adams, by Ald: Martin Re Street watering Tax
Referred to the Board of Works

From B. M. Folger and others, by Ald Martin asking the Mayor
to take the necessary steps to lay the case of Gunner John Bramah before the
Royal Humane Society - Referred to His Worship the Mayor

From the Hotel Dieu by Ald: Ryan asking for free water for
Elevator - Referred to the Committee on Water Works.

Ald Meek from the Committee on Finance and accounts brought
up Reports (Number 1346 and 1347 Book G.) which were read and adopted

The Chairman from the Board of Works brought up Report (Number
1348 Book G.) which was read and adopted

The Chairman from the Water Works Committee brought up Report
(Number 1349 Book G) which was read and adopted.

The Chairman from the Committee on Fire Water and Light brought
up Report (number 1350 Book G.) which was read and adopted

Ald: Drennan introduced "A By Law to fix a time to be observed as
a half holiday and to be known as "Decoration Day" which was read a first time

The 30th Rule was suspended and the Council went into Committee of the
whole on the second reading

Ald: Gaskin on the chair

The Council resumed

The Committee rose and the Chairmen reported the second reading of
the By Law clause by clause - The Report was received

The 30th Rule was again suspended and the By Law was read a third
time and passed

On motion of Ald: Gaskin seconded by Ald: Drennan

Ordered, That the sum placed in the Budget for Daily News and
British
