and the original motion being put was carried.

Ald Curtis introduced "A By Law to appoint auditors for the
Municipality of the City of Kingston for the year 1896" which was read a first time.
The 30th Rule was suspended and the Council went into Committee
of the Whole on the second reading.
Ald Allen in the Chair
The Council resumed.
The Committee rose and the Chairman reported the second reading of the
By Law clause by clause. The report was received.
The 30th Rule being again suspended the By Law was read a third time
and passed.

A communication from James L.R. McCann, Secretary Kingston
Collegiate Institute was read advising that the Hon William Harty and John
McKay Esquire are the retiring Trustees.

Ordered, That Mr John McKay and Dr Phelan be appointed Trustees
of the Collegiate Institute to fill the vacancies now occuring.

Ald Livingston introduced "A By Law to appoint two trustees on the
Kingston Collegiate Institute Board to fill the annual vacancies caused by
retirement" which was read a first time.
The 30th Rule was suspended and the Council went into Committee
of the Whole on the second reading.

On motion of Ald Martin seconded by Ald Redden
Ordered, That Alderman Livingston and Walkem be the directors to
represent the Council upon the Board of Governors of the School of Mining and Agriculture.

On motion of Ald Behan seconded by Ald Stewart
Ordered, That Aldermen Behan, Livingston, Robinson, Carson,
Walkem, Drennan and Skinner be a Committee to draft the standing Committees
for the year 1896.

The Select Committee appointed to draft the standing committees for the
year retired from the Council Chamber to prepare report.

The Committee returned to the Council Chamber when
Ald Behan introduced (Report No 1 Book H) appointing the Standing Committee for the year.
On motion of Ald Behan seconded by Ald Skinner
Ordered, That the report of the Special Committee to draft Standing
Committees for the year be received and adopted.

A Communication from John Macdonald Secretary Treasurer
Public School Board was read asking for what sum the City would sell to the
Board the block of land North of Pine Street. Referred to the Committee on
City Property.
