into Committee of the whole on the second reading

Ald: Quigley in the chair

The Council resumed

The Committee rose and the Chairman reported the second
reading of the By Law clause by Clause in Committee

In Amendment 1st

Ald: Redden moves seconded by Ald: R.J. Carson
That hereafter no person shall be held to commit a
breach of the said market By Laws for forstalling, monopolizing
or regrating

In Amendment (2nd) to the amendment

Ald: Smyth[e] moves seconded by Ald: McIntyre
That the following section be added to the By Laws
That the By Law prohibiting forstalling or regrating be repealed
so far all market grains except oats are concerned - which
being put was Carried Yeas 20/ Nays 1 and the first amendment was declared
lost and the report as amended was received

The By Law was read a third time and passed

On motion of Ald: McGuire seconded by Ald: Allen
Ordered, that the Tolls be offered by tender as heretofore
from the first Monday in May to the first Monday of August
next the first named day inclusive - the highest or any tender not
necessarily to be accepted and in the mean time the Clerk of the Market
to collect the Tolls, his salary therefor to be at the rate of $300 per year

On motion of Ald: Smythe seconded by Ald: C.F. Gildersleeve
Ordered, that when this Council adjourns, it do
stand adjourned until next Thursday evening to proceed
with the Consolidated By Laws

Ald: McIntyre from the Committee On Finance
And Accounts brought up a Report (Number 130 Book E)
which was received and adopted.

Ald: Gordon here entered

The Chairman from the Committee On Streets and
Improvements brought up a Report (Number 131 Book
E.) which was read

Ald: Dupuis moves seconded by Ald: Wilson
That the report of the Committee On Streets be
received and adopted

In Amendment 1st

Ald: C.F. Gildersleeve moves seconded by Ald: Irving
That the report be amended by striking out all that
part of the second clause after the words "it is therefore resolved"
and the following substituted- That the Street Railway Company
be permitted to Keep their track on Princess street West of Gordon
street, on Condition that if they do not Keep Cars running on such
portion in pursuance of their agreement- that they Cover the
track on such portion with broken stone to the satisfaction of
the
