that this dam prevented the
passage of fish over it, they asked
for a fish-pass to be built on the dam
that would allow fish to freely
surmount the dams, and thus
enable them to reach the upper
parts of the river.

The request of the applicants
was granted in so far as the building
of a fish-way was concerned, and
after some years of trial it was
represented to your Department that,
the fish-way was insufficient, and
useless for the purposes for which it
was intended: -- whereupon your
Department instructed the undersigned
to inspect the dam, and fish-pass
and to report upon its usefulness
or otherwise.

Having visited the premises
I have to state that the fish-pass
is not adapted to satisfactorily
carry out the object of giving to the
fish freedom of passage up the
river: its location is wrong, as it is
constructed at the small tailrace
of the Mill, some 50 rods or more
below where the dam is built
across the main river a place
