be absolutely void and of no effect unless within six
months after the passage of this ordinance the said
Street Railway Company shall give a reasonable guaranty
that a system of electric street railway shall be
built and operated in said City within the time hereinafter
mentioned, and unless within fifteen months from
the passage of this ordinance the said Company shall
have actually constructed and equipped at least six
miles of said electric railway within said City in estimating
this mileage, double tracks are to be merely reckoned
as single tracks, and unless, further, the said street
railway and its equipments shall cost and be worth not
less than one hundred and fifty thousand dollars based
on present prices of such system, and that said amount
shall be expended on the system exclusive of running
expenses within three years from date. On the failure
to comply with either of these conditions this grant is
to be void and franchise forfeited: Provided, further,
That other franchise already granted, or attempted
to be granted, to any other parties shall not in
any way be impaired by this ordinance.

An Ordinance to Grant to the American Pipe
Manufacturing Company, A Corporation Organized
Under the Laws of the State of New Jersey, with
Office in Philadelphia, who are to Procure the
Organization of a Water Company, and Enter into
a Contract with the Water Company to Construct
a System of Water Works for the City of Greenville,
South Carolina, Subject to Provision of Ordinance
of Council.
