The handwriting makes this identification tentative. Nevertheless, I believe that this individual is William Alexander Graham, lawyer, planter and politician. He was also Governor of North Carolina (1845-1849) and the 1852 Whig candidate for Vice President of the United States.

The "H H H" characters at the end are, I think, "etc. etc. etc."
Multiple other notes use a sort of Tironian-et/plus-sign mark for "and". On invitation 38, we see a similar format with Otey's name in the left margin below the signature, and just below it is the title "Chairman", followed by something that looks like a capital H, but which, is on closer examination, the "and" mark I described, joined to a lowercase C. "Chairman etc."
I think Graham is most likely doing the same here.
