N. Carolina--no funds whatever

S. Carolina-- no

Georgia: "No available funds on hand"; but the following "Bonds of [L.N. Whittle. $270. Due Oct. 10, 1861 " 256. " " " 1862 " 228. " " " 1864 Stephen Elliott. 150. " May 15, 1861 $904. "

Mississippi. "Nothing at all in the shape of funds &c belonging to the Institution. At the beginning of the war he (the Treas.) had notes for several thousand dollars which have either been lost or returned to those who gave them, & even if this were not the case, the subscribing parties are either dead or bankrupt."

Signed, W.C. Cram

Louisiana "All the funds remain intact as they existed prior to the occupation of the city (N.O.) by Genl. Butler from years ago an the accrued interest having been previously remitted to the General Treasurer at Nashville, Mr. Anderson. When Genl. Butler issued his Inquisition on the Banks here, the Bank in which all our securities were deposited compelled all persons on

their Books to take away at once their monies notes & Boxes left for safe Keeping; the cash on hand belonging to this Association, about $10,000 contributed especially for Building purposes, being in Confederate notes is now necessarily valueless; the Rail Road Bonds remain as before likewise all the subscribed notes, the whole of which, as well as the Books, are still in my possession. It was, after all, a fortunate circumstance for the Association that the representations of value were removed from the Bank by its prompt action, for if the name of the Association and the amt. of its assets in charge of the Bank had been given in, i.e. reported, the whole property, as in other cases, wd. have been confiscated by Genl. Butler, & such subscribers notes as could have been got at wd doubtless have been coerced into payment.

The preservation of these documents has long been a source of anxiety to me, and their security required guarded silence in the matter of the University.

As to the condition of the subs [note: subscribers] & their willingness to acknowledge the continuance of their commitments, I am unable to report at present. How ever perhaps aware that the notes are (with the exception of $40,000, mortgage Paper given by the late ExGovr Johnson, & of two other notes ) merely personal notes of hand.

It appears to me that until the State of Tenn. is re-admitted into the Union they wd be unwilling to make any further effort, and perhaps it may require a complete restoration of the

old Union before any efforts to restore or increase the Funds will be attended with adequate success. Some of the contributors have recently expressed to me a doubt whether the original scheme will be prosecuted. To that I could only reply that as I knew nothing on the subject, I could say nothing, but that meanwhile their notes would of course remain subject to the ultimate decision of the Trustees.

I very much wish that if any early movement for resumption arises one of your Commtee. (on finance) should come here that we might decide on the best course to pursue with the notes. As to any interest being realizable from the Principal Fund for a long time to come seems to me quite hopeless."
