Lewis Cass Sec of State etc. etc.

Dear Sir,

I beg leave respectfully
to bring to your notice, the following contract from the
Proceedings of the Ex. Com. of the Bd trustees of the "University of
the South," dated Aug 13, 1859 - vis

"Resolved, that the Rt. Rev. Bp:
Otey, (Chancellor of the University) be requested to write to Sec
Dallas, for publications connected with the University of London,
& any other Institutions of learning in the United Kingdom,
which may be of service to the Committee on the Constitution."

The object of the foregoing resolution is approved enough upon
face; and I am sure it will meet with your approval, when you
call to mind the explanations, which I had the honor last week to make
to yourself - to the Secy of the Treasury - the Secy of the Interior - the
Atty Genl, the President, respectfully
our plans for a founding a University on a large scale, to
meet the pressing & daily increasing wants of the of the S.
Western States. The scheme has excited extraordinary interest among
our Country men, from the Potomac to the Rio-Grande, as is evidenced
by a more liberal contribution of friends that has been ob-
tained for any enterprise not of a national character, and
promises in its accomplishment to exercise a powerful, conservative
influence upon the best & dearest interest of our country.

The direct purpose of this letter is to request your influence -
not official - but personal with the Hon Dallas our minister as to the court of
St. James, in securing his efficient co-operation with our efforts, to
affect the objects contemplated by the Resolution above. I trust it
will not be pressing too much to hope that the Hon. Secre-
