27/1822 - 20th February 1827. Sydney, 20th February 1827. Sir, Mr Penson the Master of the Government vessel which returned yesterday from Moreton Bay obtained permission to ship a quantity of sugar, stating that it was for the use my Brother assistant surgeon at that settlement. This sugar it appears was Mr Penson's own property, shipped for private trade, and actually sold by him at Port Macquarie; the vessel having put in there on her way down. My Brother never had any interest in it. I have thought it proper to report this circumstance being informed that it is one of common occurrence, and that to raise the price of the Articles thus clandestinely shipped, the Masters endeavor to prevent the Officers from receiving their supplies.
