it incumbent on him to
make a complaint by
Petition to the Secretary
of State for the Colonies,
and as it will enable
the Noble Lord to judge
better of the motives that
actuated my conduct;
6 [In?] perusing the original
complaint of Mr Gore,
I beg leave to enclose it
in Mr St George Gore's own
handwriting.

My reasons for not reporting
on it are the following

1st. Because such complaints
are not usually made
through the Attorney General
but through the Colonial
Secretary, and on this
account I did not consider
it a complaint made
