9 The Board met pursuant to adjournment and proceeded to canvas the returns of an election held in a certain territory within the said county on the question of the incorporation of the said territory as a municipal corporation of the fourth class under the name of the "Town of Columbia". Present: Chairman, Fred Gasch Commissioners, John Wooding and W.H. Taylor. In the matter of the Incorporation of a certain territory. Said territory is described as follows:

Commencing at the S.E. corner of Section 16.1.24.R.4, running thence west 40 rods, thence south 1/2 mile, thence east 40 rods to the S.E. corner of the N.E. 1/4 of Section 21.1.24.R4, thence north 40 rods, thence east 80 rods, thence south 40 rods to the S.W. corner of the N.E. 1/4 of the N.W 1/4 of Section 22.1.24.R.4 thence east 80 rods to center of Section 22.1.24.R4, thence north 80 rods to the N.E corner of the S.E 1/4 of the N.W. 1/4 of Section 22.1p.24.R4, thence east 80 rods to the N.W corner of the S.E 1/4 of the N.E 1/4 of Section 22.1p.24.R4, thence south 80 rods to the S.W. corner of the S.E 1/4 of the N.E. 1/4 of Section 22.1p.24.R4, thence continuing south 40 rods, thence east east 80 rods, thence north 120 rods to the N.E corner of the S.E. 1/4 of the N.E. 1/4 of Section 22.1p.24.R.4, thence east to the water of Lake Washington, thence northerly and northwesterly along the eastern boundary of the plat of "Maynard's Lake Wash." to the intersection of the south line of A Street on said plat of "Maynard's Lake Wash." with the waters of Lake Washington, thence west along the south line of A Street to the N.W. corner of Block 3 in the plat of "Maynard's Lake Wash.", thence west across Milton Street in the plat of "Maynard's Lake Wash." to the west side of said Street, thence south along the west line of said Milton Street to the S.E corner of the S.E 1/4 of the S.W. 1/4 of Section 15.1.24, R4, thence west 1120.52 ft, thrence north 764 ft, thence west 199.48 ft, thence north 228 ft, thence west 1320 ft, thence south 990 ft to the place of beginning "as a municipal corporation of the fourth class, under the name of "The Town of Columbia. It appearing to the Board that an election was duly and regularly held within said territory on the 28th day of December 1892. under and

10 by virtue of "an act providing for the organization". Classification incorporation and government of municipal corporation and declaim and emergency which said act was duly passed by legislature of the State of Washington, and was approved by the Governor. If said State on the 27 day of March A D 1890 and also by virtue of order of the Board of Commissioners of said county passed Dec 10, 1892 directing said election to be held on said day, and it further appearing to the Board from the returns of said election duly filed with said Board that said election was duly and regularly held on said day and that all proceedings have been regular and in conformity with said statutes And thet being no owner of over 20 acres of unplatted land with in said boundaries and the board having canvas it said election returns do find said election to be as follows. Viz: For Incorporation- 47 Against Incorporation- 12 For Mayor C P Hutchinson- 51 For Mayor E L Hepler- 1 For Treasurer E L Hepler- 49 For Treasurer V R Pierson- 3 For Councilman J Sullivan- 50 For Councilman Wm Willacy- 42 For Councilman E Voland- 48 For Councilman J Hellenthal- 36 For Councilman Fred Bond- 37 For Councilman V R Pierson- 19 For Councilman O A Schade- 15 For Councilman C N Groat- 10 For Councilman W D McKnight- 1 Whereby it appears to the said Board that said returns show the vote to be in favor of Incorporation, wherefore it is ordered that said returns to be placed on file and the said "Town of Columbia" be declared duly and regularly incorporated as a municipal Incorporation of the fourth class, under the name of "The Town of Columbia" and that the following officers are declared elected to hold their respective offices until the next regular election held in said town.

12 Columbia January 10th 1893 The Town Council met at the Town Hall Mayor C P Hutchinson presiding, the following councilmen were present J Sullivan, E Voland, J Hellenthall, Fred Bond, and Wm Willacy Motion made and carried to appoint B R Shaw for town clerk pro tem. Motion made and carried to appoint H H A Hastings for town attorney & for the ensuing term. Motion made and carried to appoint B R Shaw for town clerk for ensuing term. Motion made and carried to appoint D C Brown for town marshal for the ensuing term. The following councilmembers chosen by lot for the short term. E Voland, Wm Willacy and J Sullivan. For the long term, Fred Bond and J Hellenthall On motion C R Hepler was appointed Police Justice for the ensuing term On motion the Bonds of the officers were fixed as follows. Treasurer $1000, Clerk $500, Marshall $500 On motion E Voland and H H A Hastings were appointed a committee to procure a Seal for the town. Motion made and carried for the meeting of the council to be held on the First Monday evening of each month as 8 o'clock. On motion the Clerk and Attorney were appointed to procure such blank books and stationary as they may deem proper for the use of the town. Motion made and carried to empower the Mayor to appoint the several committees necessary E Voland and J Hellenthall were appointed to find out the owner of the stock of the Town Hall J Sullivan and Fred Bond were appointed as a committee on Streets and allies. E Voland and WmWillacy were appointed as a committee on Water Works. Motion made and carried to adjourn to meet Monday evening January 16, at the K of P Hall. 13 Columbia Jan 16th 1893 The Council met pursuant to adjournment Mayor Hutchinson presiding, the following councilmen were present J Sullivan, E Voland, J Hellenthall, Fred Bond. Ordinance No 1 "providing for the nammer of printing and posting, and the places for posting the ordinances and resolutions passed by the Council of the Town of Columbia", was read and on motion approved. Ordinance No 2, "providing for the time and place of meetings of the Council of Columbia" was read and on motion approved. Ordinance No3 "fixing and providing for the giving of a bond by the Town Treasurer" was made and on motion approved. Ordinance No 4, "Creating and establishing the office of Town Clerk, and Assessor, and fixing the Bond of said clerk" was read and on motions approved. Ordinance No 5, "Creating the Office of Police Justice and defining his duties and fixing his compensation" was read and on motion approved. Ordinance No6, "Creating and establishing the office of Marshal of the Town of Columbia" was read and on motion was approved. Motion made and carried to confirm the officers elected Tuesday, Jan 10th. Viz: Town Clerk, Police Justice, and Town Marshal. The bonds of E L Hepler as Treasurer was read and on motion approved. The bonds of B R Shaw as Town Clerk was read and on motion approved. The bonds of D C Brown as Town Marshal was read and on motion approved. On motion, Councilman E Voland and Clerk B Shaw were appointed to order the Books and Stationary necessary for use of the town.
