123 Columbia Wash. Jan 6th 1/96 The Town Council of the Town of Columbia met persuant to adjournment. Mayor Peirson presiding: Roll Called: Councilmen present; C N Groat, W D Calder and L Almquist; Absent J D Chase; Minutes of last meeting read and approved. No Committee Reports: Town Treasurer presented his annual report which was read and referred to the incoming finance Committee: Town Clerk presented his annual report which was read and referred to the incoming Finance Committee: Matter of rate of interest to be allowed an Warrant No 32 referred to City Attorney; Marshal asking further time to make his report was granted to the next meeting on Tuesday Evening Jan 14th Bill of J L Taylor for $25.75 for Lumber to cover Bridge Road. Referred to Finance Committee which was OKed and on Motion warrant was ordered to pay the same. Bills of Officers of election int he sum of $4.12 dollars each was rejected and on Motion Warrants ordered in the sum of $2.50 dollars each infavor of A H Hepler H E Brooks as judges and Thad Osgood as inspector. Ordinance No 61: "An ordinance granting to the Columbia Transportation Co the priveledge of erecting, constructing and maintaining a wharf on "A Street" between Irving Ave and Abbott St of the Platt of Maynard L W Addition and regulating the use thereof and authorizing the opening of "B St" westward therefrom by the granting of this Franchise." was read abd o n Motion was passed: and approved by the Mayor. 125 Jan 4th 1895 The Town Council of the Town of Columbia Wash. met persuant to adjournment: Roll Called: Present Groat, Calder and Almquist: Absent J D Chase; Minutes of the last meeting read and approved: No Committee Reports: Marshal's Report read and referred to the incoming Finance Committee: The old Council having concluded their work. And D C Brown, C N Groat and A A Hepler being sworn in took their seats as councilmen elect: F A Brown, the other councilman elect not being present: New council being organized provided to dispatch such business as would come before them: Bill of E L Hepler for 1 keg of Nails in the sum of 3 & 25hundredths Dollars. was allowed And on motion warrant ordered on emergency fund: Oaths of Office of D C Brown, C N Groat and A A Hepler read and placed on file: On motion Council proceeded fix the Amt of Annual Compensation for its Officers which was on motion fixed as follows: Salary of Clerk $100.00 per annum Salary of Marshal $50.00 per annum Salary of Attorney $120.00 per annum Warrants to be issued quarterly: On motion Clerk's bond was made $100. On motion Marshal's bond was made $100. On motion Attorney's bond was made $300. On motion Treasurer's bond was made $2500.

126 On motion: Council proceeded to elected officers for the persuant term of one year. J A Kelso was nominated for the Office of Clerk their being no further nominations he was on motion Elected Clerk by acclimation. J C Huff Ogle and W D Calder were nominated of the Office of Marshal Council proceeded to ballot which resulted in the election of W D Calder who being present declined the office and on motion further action was laid over until next meeting: C P Hutchinson was nominated for the Office of Police Justice. Their being no further nominations he was, on motion, elected Police Justice by acclimation: L E Thompson was nominated for the Office of City Attorney: their being no further nomination he was on motion elected City Attorney by Acclimation: The Mayor made the following appointments for the several committees: Committee on Street and Alleys C N Groat and L Almquist Committee on Water C N Groat and D C Brown Committee on Building and Wharves: L Almquist and A A Hepler On motion Marshal was authorized to buy 5 gal Coal Oil. to be paid out of Emergency Fund; On motion meeting adjourned to meet on first Monday in Feb 1896 at 8 PM Approved Feb 3rd 1896 mayor J A Kelso town clerk

127 Columbia Wash Feb 3rd 1896 the town Council of the Town of Columbia meet persuant to adjournment Mayor Peirson presiding: Roll Called: and following Members present: C N Groat, D C Brown, L Almquist, A A Hepler and F J Brown Minutes of last meeting read and approved; F J Brown filed oath of office and took his seat as councilman. An Ordinance prescribing a place for incarceration of prisoners to be known as ordinance No 62 was read and laid over to next meeting; Mayor appointed F J Brown and D C Brown as Committee on Lights. Bill of A H Hepler for 5 gal Coal Oil to the amount of $1.50 read and on motion warrant was ordered on Emergency fund forthe same. Bill of A H Hepler services as Deputy Marshal for $6.68 read and referred to finance committee Finance Committee finding the said amount included in warrant No 168 issuec to J C Huff Recommend that said warrant be canceled and 2 warrants issued instead. And on motion warrants were ordered as follows: A H Hepler Warrant No169 amt 6.68 J C Huff Warrant No170 amt 5.92 Resignation of J C Huff a Marshal read and on motion was accepted; salary of J C Huff as Marshal to Feb. 3rd in the Amount $4.17 was on motion ordered paid by warrant on General Fund.
