142 Columbia Sept 19th 1893 The Town Council met persuant to adjournment: Mayor C P Hutcheson presiding Roll call and the following councilmen present Sullivan Willacy & Voland The minutes of last meeting read and approved The contract between the Town of Columbia and R Palmer for the building of bulkhead on Angeline St read and on motion accepted and placed on file. Ordinance #34 establishing and approving the the assessment roll of Angeline St read and passes by the council and apporved by the Mayor Communication form Everet Smith read and placed on file. Affidavit signed by Johnson Johnson in the matter of work done on Columbia St read and laid onthe table until next meeting. On motion the questionof water for Harry Finch laid on the table until net meeting. Motion made and carried that the dirt used to make the fill on Angeline St be taken from Winston St Motion made and carried to adjourn to meet Monday Oct 2nd 1893 8 o'clock PM Approved Oct 3 1893 C P Hutcheson mayor B R Shaw Town Clerk.

145 Columbia City Wash Jan 4th 1897 The Town Council of the Town of Columbia met persuant to adjournment. Council called to order by F J Brown: Roll called and the following answered to their names. F J Browne, D C Brown, L Almquist A A Hepler and C N Groat: The Mayor being absent F J Brown was elected Mayor pro tem for the evening: Minutes of last meeting read and approved: Bill of Metropolitan Printing Co in the sum of $3.50 for tickets & Poll Books for Annual Election was read and on motion was ordered paid out on Emergency Fund: Bill of C P Hutchison in the sum of $6.50 for time and expense serving legal papers was read and on motion warrant ordered an emergency fund: Bill of J A Kelso for $40.00 read at last meeting and referred to Finance Committee being returned and reported on favorably: On motion warrant was ordered on General Fund: Marshal's Annual report read and referred to Finance Committee. Treasurers Annual Report read and referred to Finance Committee: Attorney and Clerk given until Tuesday evening the 12th to make their report: The following Bills being signed by A A Hepler as Health Officer for Goods & Medicine furnished C Cameron during quarentine was read and on motion warrants on Emergency Fund ordered as follows: Mrs L Almquist for Milk 2.55 J A Kelso for medicine furnished 5.40 Cooper & Levy groceries 4.03 A H Hepler Groceries 2.45 total $24.43 On motion Treasurer was ordered to transfer $45.00 from General to Emergency fund: over

146 On the recommendation of the Marshal and on motion the folowing rebates were allowed on water rents: W S McCurley for the monthof Sept W S McGarvin for the months of Nov & Dec Mrs Chase for the month of August and C Cameron for the month of Dec. On motion General Fund warrants were ordered in favor of the Salaried Officers as follows: J A Kelso Clerk's Salary for Oct, Nov, & Dec. 1896 $25 W S McCurley Attys Salary for Oct, Nov, & Dec. 1896 $30 C P Hutchinson Marshal Salary for Oct, Nov, & Dec. 1896 $18 the Following Bill of Election Officers was read: C H Hepler, Inspector H E Brooks and Jose Hellenthal, Judges in the sum of $4.70 each being for 12 hours seervice & Ordinance No 66 fixing the compensation of election officers at 25 cts per hour being passed at the regular Meeting to said ordinance and that General Fund warrants be ordered as follows: C R Hepler 12 hours @ 25 cts 3.00 H E Brooks 12 hours @ 25 cts 3.00 Jose Hellenthal 12 hours @ 25 cts 3.00 On motion Council Acting as a canvassing Board proceeded to canvass the returns of Election held on Dec 8th 1/96 As returned and certified by election Officers: The Clerk being duly sworn StateS that he received that Poll Book of said election from C R Hepler Inspector. and that the said Poll Book has been in his posession ever since and that the same has not been changed in any way: The Board after carefully examining that said Poll Books and Tally Sheets find that C F Reeves received 17 votes for Mayor and F M Woodruff received 16 votes for Mayor Chas Cameron received 18 votes for Councilman Thad Osgood received 19 votes for Councilman R H Heston received 15 votes for Councilman F S Barrell received 16 votes for Councilman Terms of Councilman to 2 years Carried forward

147 continued O A Schade for Treasurer 1 yr 21 votes J A Kelso for Treasurer 1 yr 2 votes C F Reeves receiving the highest number of votes from Mayor was on motion declared elected. Chas Cameron and Thad Osgood receiving the highest number of votes for councilman were on motion declared elected. D C Brown, A A Hepler, L Almquist and C N Groat and J A Kelso clerk: Moved and 2nd that D C Brown be elected Mayor pro tem for the evening: carried. Minutes of last meeting read and approved: Report of J A Kelso clerk read and referred to Finance Committee: Bill of A H Hepler in the sum of $4.45 for groceries furnished C Cameron during quarentine read: moved & 2nd that same be allowed and Warrant ordered on Emergency Fund. Carried: No further business Council Adjourned "Sine Die" The newly elected Officers being present, filed with the clerk, their Oath of Office as follows, C F Reeves Mayor present C Cameron, Thad Osgood, A A Hepler and D C Brown: Moved and 2d that meeting adjourn to first Monday in February at 8 o'clock PM "Carried:" J A Kelso clerk
