WHEAT OATS BARLEY J.Q. Adams & co E. Cardin, manager Grain Merchants 404-406 Burke Building 100 corn exchange Minneapolis, Minn. Seattle, Wash. March 20, 1899 W.H. Parry Esq., Comp., City. Dear sir:You will remember some time since I had a little talk with you regarding my water tax as assessed to me by the City Water people, and in order to refresh your memory on the subject I will state the facts in the case: About the first of the year I sent one of our clerks up to the Water Works office to ascertain how I stood with them, and he was advised that in addition to the regular monthly water tax there was an extra assessment against me of $8.00 for irrigation purposes. I think they had my tax paid to June the 1st, whereas I hold a receipt as having paid up to July the 1st. What I protest against is this item of $8.00. The facts in the case are that all of last summer the residences on 18th Avenue barely had enough water for house purposes, and several times I was inclined to protest on this account. We had no water, so to speak, for one outside hydrant, the result being that our lawns and flowers were all burnt up, and it does seem as though it was wrong that any extra irrigation charge should have been made, as rather, we should have been entitled to a rebate on our regular water tax. I think you know me that I am no kicker and am willing to pay what is fair, but I am not willing to pay for something that I have not received, and it occurs to me that possibly you might be able to help me out without having any trouble with the Water Works people. I owe the city for water for the house from July the 1st, and will immediately give

Stedman, R.M. Hopkins, R.C. Stevens and R.R. Spencer, all residing on that street, who will bear me out in my statements. Will you kindly do what you can for me in getting this item eliminated from my account, when I will at once settle my dues in full. Yours truly, E. Cardin
