Seattle W T July 27th 1889 To the Honorable Mayor and City Council of the City of Seattle Gentlemen, Your Petitioner would respectfully show to your Honorable Body that he is one of the owners of a corner Lot on the corner of Front and Cedar Streets, in Block 10 of Bell's Addition to the City of Seattle, and is engaged in excavating thereon for aa basement Said excavation is now down about eight feet and he has come upon a hard pan, that can only be penetrated by blasting; he desires to continue said excavation to a further depth of five or six feet, He thinks that said blasting can be done with perfect safety, and he will employ a man for said work skilled and experienced in the same, and will use every known and approved appliance for the prevention of accidents, and do said blasting aat such hours of the day as you Honorable Body may designate. He therefore asks your Honorable Body for a permit to do said balsting and your petitioner will
