To the Mayor & Common Council
of the City of Seattle

Gentlemen

Your committee on Fire and
Water to whom was referred a Petition
of Edgar Bryan and R. J. Graham asking
for permission to enclose their tent with
glass and iron. Beg to report that
in our opinion a general permission
ought to be given to the sojourners in
tents to put a roof of corrugated
iron on their tents for protection during the approaching
winter but we do not deem it prudent
to extend this [priviledge] to the walls,
as to allow this much, would, in effect
be to sanction the Construction of a
permanent building with all its vested
rights. Citizens can and ought to be
content with a good roof and submit
to inconvenience for a little while
longer for the sake of the general safety.
Some general provision as to the constructure
of these roofs might be adopted.
