Seattle Wash. Dec 31/90 To the Honorable Mayor and Council of the City of Seattle. Gentlemen I do hereby ask permission from the City Authorities to sell lunches on the streets having lost an arm and being unable to earn a living other wise. Hoping this meet with your favorable consideration I am your most obedient M.S. Conley
