Honorable city Council with
favorable recommendation

...being on Fifth Street between Albert and
Howard Streets, that he desires to connect
the said dwellings with the City water system.
He therefore prays that a water main
be laid insaid Fifth Street in Front
of said dwellings. He argues that in
case a main is so placed he will
at once thereafter connect his said dwelling
with the said water main and become a consumer.
