In common Council assembled Gentlemen your Petitioners respectfully represent

that as there is a Petition asking for the Grading of Howell & Tenth & Bismark Streets and as the Estimate Expense of Grading Said Steets is So much more Expensive than the Property Oweners Exected (Signing Said Petition)
