The Board of Public Works
would respetfully suggest to your
Hon Body that it is advisible to
call for bids for the construction
of the Lake Union Tunnel. Secure
with a view to let this building of
the same by contract in case it can
be done cheaper than by days labor as
at present.
If these views meet with your
approval they would be pleased to
receive your instructtions to that effect
under the necessary official sanction.
